Temporary Fencing Inspection Checklist for Construction Sites

Temporary fencing should not be treated as a fit-and-forget site boundary. Panels can be damaged, feet can move, clamps can loosen, gates can develop faults and changes around the site can create new security weaknesses.

Regular inspections make it easier to identify those problems before they become more serious. To make that process easier, we have created a practical temporary fencing inspection checklist that can be printed and used as part of a site's own inspection and record-keeping procedures.

The checklist is designed for construction companies to use within their own site procedures. It allows the inspector to record how much fencing is installed, how much has actually been inspected, the number of defective components and the exact location of individual problems.

Why should temporary fencing be inspected?

Construction-site boundaries have to remain effective as the project develops. The Health and Safety Executive's guidance on protecting the public explains that reasonable steps must be taken to prevent unauthorised people accessing construction sites. The Construction (Design and Management) Regulations 2015 also place duties on contractors and principal contractors concerning unauthorised access.

HSE has specifically advised construction companies to regularly check and review site security so that fencing or hoarding remains maintained and in good order.

An inspection is therefore about more than finding obviously damaged panels. The complete perimeter needs to continue performing its intended function as site conditions, access arrangements and work activities change.

What should a temporary fencing inspection cover?

A useful inspection needs to consider both the individual fencing components and the condition of the perimeter as a whole.

Panels, feet and connections

Check the number of panels actually inspected and record damaged or displaced units. Feet should remain appropriately positioned and serviceable, while clamps and other connections should be checked for missing, loose or damaged components.

Where anti-tamper clamps, anti-lift devices, braces, ballast or other accessories form part of the installation, those should be included in the inspection as applicable. Our guide to temporary fencing components and accessories explains the different roles these items can perform.

Gates and access points

Pedestrian and vehicle gates deserve particular attention because they are moving parts and create deliberate openings in the perimeter. Check that gates operate correctly, remain appropriately supported and that locking or access-control arrangements continue to function as intended.

The complete perimeter

Walking the fence line can reveal problems that a component count alone will miss. Look for new gaps beneath or between fencing, unsecured ends, weak points at corners and interfaces with buildings or other structures, and signs that panels have been moved or interfered with.

HSE guidance also highlights the importance of considering objects positioned close to the perimeter that could make unauthorised access easier. Materials, equipment or other objects placed beside fencing can change the security of an otherwise intact fence line.

Record how many components are defective and where they are

On a large site, simply marking a fence run as "pass" or "fail" provides very little useful information. A run containing 250 panels may remain broadly serviceable while still containing four panels that need attention.

The downloadable checklist therefore separates:

  • the quantity of each component installed or expected;
  • the quantity actually inspected;
  • the number found to be defective; and
  • the individual location and description of each identified defect.

Sites can use their own location-reference system. For example, fencing might be numbered from a defined starting point, divided into north, south, east and west runs, referenced against site grid locations or identified by nearby gates and structures.

Keeping consistent records also makes recurring problems easier to identify. Repeated damage around a vehicle entrance, recurring missing clamps in one section or movement following particular weather conditions may indicate that the underlying arrangement needs further attention rather than repeated minor repairs.

When should temporary fencing be inspected?

There is no single inspection interval that is appropriate for every temporary fencing installation. The frequency should reflect the site, surrounding environment, fencing arrangement and risks involved.

In addition to the site's routine inspection regime, further checks may be appropriate after:

  • strong winds or other significant adverse weather;
  • vehicle, plant or material impacts;
  • suspected trespass or deliberate interference;
  • moving panels, gates or sections of the perimeter;
  • changes to nearby excavations, ground conditions or site levels;
  • installing or changing fence covers or screening; or
  • other material changes to the site layout.

What should happen when a defect is found?

The appropriate response depends on the nature and severity of the problem. A minor defect requiring planned replacement is different from a missing or displaced section that leaves the site perimeter open.

The checklist allows defects to be prioritised as Immediate, High, Routine or Monitor, with separate fields for the action taken, the person completing it, the date and subsequent verification.

Where a defect could materially affect site safety or security, it should not simply be recorded for attention at some undefined future point. The affected area should be assessed and appropriate action taken in accordance with the site's own management arrangements.
